Send user_ids with 1 to 500 non-empty user ID entries and budget as a dollar value. The API applies the budget once per unique user. Duplicate IDs count toward the 500-entry limit. The response contains one result per unique user in first-seen order.
All override writes are atomic. If any user cannot be updated, no overrides in the request are changed. Existing block reevaluation happens after the write and is best-effort; each response item reports whether that user was unblocked.
