Send budget_type: claw for ToqanClaw budgets or budget_type: agent_owner for Agent owner budgets. One call returns one budget type; the two lists are never combined.
Results are paged in the tenant user order. There is no sorting and no filter other than search.
This endpoint requires an enterprise admin token. See Enterprise Admin API for authentication and User budget model for budget precedence.
