This reads the person's ToqanClaw budget. source is custom for a per-user budget, tenant for the tenant default, and tier for the tenant tier. The user must belong to your tenant; otherwise the call returns 403.
This endpoint requires an enterprise admin token. See Enterprise Admin API for authentication and User budget model for budget precedence.
