This reads the budget a person shares across the Agents they own. source is custom for a per-user budget, tenant for the tenant default, and tier for the tenant tier. The user must belong to your tenant; otherwise the call returns 403.
spaces in the path and space_id / space_name in JSON refer to the Agent.
This endpoint requires an enterprise admin token. See Enterprise Admin API for authentication and User budget model for budget precedence.
