Every user must belong to your tenant; otherwise nothing is written and the call returns 403. Duplicate IDs count toward the limit and are processed once.
spaces in the path and space_id / space_name in JSON refer to the Agent.
This endpoint requires an enterprise admin token. See Enterprise Admin API for authentication and User budget model for budget precedence.
